New Website Design and Development with potential for ongoing site Management

I have a need for a skilled individual who can develop a simple "e-Commerce" Website... specifically for small business web hosting. I need the website to have: 1.) a Home page, 2.) a form page for small businesses to sign up for the service, 3.) F.A.Q. page, 4.) A sales video page. Upon completion of website, you should be able to (or learn to) set-up hosting C-Panel accounts using a WHM Panel and manage domain names.
Examples of site designs I like are Hostgator and Gate.com except much simpler as I will have only 3 pay options. Please no Wordpress.
