video editor / Motion Graphics artist

I am looking for a full time person who speaks very good English and has lots of experience editing raw video into a finished polished video for YouTube which will include a small amount of Motion Graphics artist experience for the intro and outro.
I will pay for the first few videos as they are finished, then if the work is good enough i will start to pay by the month. I have a budget of $400 USD/month for a good editor/graphic artist.
