Programmer experienced in graphics software

I'm looking for a fairly simple program that will take multiple IP camera feeds monitoring white targets that will register and display where a single laser or IR dot strikes it until that particular feed is reset. Similar to security software with the ability to tile 4 to 6 camera feeds on a screen and quickly clear the results independently. Hardware has not yet been purchased giving the developer that autonomy of specifying. (mjpeg, h.264 etc.)
