Experts on getting leads through Facebook

I am looking for someone with expertise in generating leads through Facebook ads. We are a mortgage company in the USA, so we will need preferably someone with knowledge in the real estate and mortgage business in the USA. The person will have to create ads on Facebook that will generate good quality leads for my business. Also, the person will need to have knowledge in how to create a sales funnel for those leads.
For the right candidate, this position can evolve into a full time job in charge of all the social media, web development and SEO for my company.
