NEED CITATIONS EXPERT WHO UNDERSTANDS LOCAL SEO

I need someone who has A LOT of experience doing citations for SEO. You would have to know
-the names and URL's for at least 200 directories
-how to do citations
-how to audit existing citations
-what a citation is and how they work
-understand how citations fit into the local SEO picture

Other skills such as wordpress, content writing, sales or email marketing makes you even more attractive to me.
