Local Reputation Management

I am looking for an excellent English speaking person who has experience in Local Reputation Management. I have a few accounts and am growing to attain more.

Requirement:
Must be able to mask IP address: i.e. HideMyAss Account. to be able to post given reviews.
Must know about all aspects of local reputation management and putting up pictures and video and geo tagging them.

Must be able to give reports of process and show success in ranking each company in the top 7 in Google Places.
