Facebook Ad Image Designer / Video Editor

Looking for somebody who knows what makes a good Facebook ad or can learn quickly through a reference (I have reference files)

Highly Preferred:
Somebody who knows how to not only use photoshop but also after effects and can also edit videos.

MUST know facebook ad dimensions and know what makes an ad pop.

I'm not looking for someone who is "looking to learn" I need someone who has made ads in the past and can move quick.
