I'm an American who speaks Tagalog. I need a wordpress/CSS expert.

Kumusta! I lived in the Philippines for a few years a long time ago, and I learned Tagalog while I was there. Now I'm expanding my business and need some help with Wordpress and CSS. I also have a project that involves MediaWiki (the platform Wikipedia is built on).

Basic Photoshop skills are necessary, as well.
