Wordpress Site Speed Expert

We need our site to be optimized for speed. Looking for a person who has has a lot of experience working on Wordpress and feels confident doing tasks such as the following:
-caching pages
-moving sites to a different host
-optimizing images
-enable compression
-minify css/ javascript

Experience with design and development is also a plus, as we need improvements made to our blog design and added functionality such as pop-ups.

The position could turn regular contractual work.
