Can you make great looking t-shirt designs on Photoshop or Illustrator?

I need someone to make t-shirt designs for amazon merch. Text-based with some ---------- signs cannot be copied and must pass my scans for copyright or trademarked designs. COPIES WILL NOT BE ACCEPTED. However, you can improve and/or alter other designs. I will provide the concept of the shirt and also at times shirts that can be used for inspiration.

The ideal designer should know typography, color blends, basically what looks great on a t-shirt. I will only need two shirts a day starting out but I want to get up to eventually ten shirts a day. This will be a long term part-time opportunity with a chance to be full time. I did the pay to work out to $2 per design, so you can add up on what the eventual 10 shirts a day will be.
