T-SHIRT & APPAREL GRAPHIC DESIGNER

I am searching for an individual who is very efficient with Adobe Photoshop and/or Adobe Illustrator who can create various types of apparel designs including t-shirts, tank tops, etc.

I am needing someone who is very self-sufficient, requires very little for step-by-step instruction, and is also conscious of the time invested in their tasks while completing very high-quality designs.

I am NOT interested in broken English designers.
I am looking for a very high-quality t-shirt designer that is very fair and diligent in their work.

I would prefer to pay per approved design. I consider an approved design as a creative, eye-catching design with the descriptions I will be providing. I also expect that each design is submitted with the name of the commercial-use fonts and any other relevant information. Although I will be paying per design, please include how long you normally require to complete a high-quality design from scratch.
