Expert Wordpress and PHP Developer

We are looking for an expert WP and PHP developer who is reliable and have the following qualifications:

Experienced in Wordpress development (must have scored in top 20% in oDesk type test)
Experienced in PHP development (must have scored in top 20% in oDesk type test)
Must create documentation for everything they do
Must create a change log for all development (SVN, Repository)
Must be able to troubleshoot our existing software and fix the problems we are having with current development team's work
Must work fast and efficient
Must provide references of people we can call and talk to about their work
Must provide examples of complex plugins they have created and allow us to see them working
Any experience with the APIs of Facebook, LinkedIn, Twitter and Pinterest a huge plus
