IT Web based programming Designer/Teacher (Part time/Casual)

I am looking to have a website created for my business and I want to learn how and what you do to create the site. I am not looking to become a programmer but I do need to know the ins and outs of programming to create the business I want. I need knowledge from a professional.

I am looking at 10-20 hours per week, half for you to build the site and the other half explaining and teaching me what you are doing. I wish to study and design to the end of the year then look at full time expansion options in 2018 depending on my knowledge growth.

Me: I am an Australian caucasian male, I am 36 and I work in rail project management full time.
I have done some study but it seemed too hard so I figured I would pay someone to do it, with more forethought I feel I need to learn some of it to expand the business on my own knowledge and merits so I have decided to combine the efforts.

I am keen to do a half day for 3-4 hours on a Saturday or Sunday and 2 hours after a day of work during the week, the rest of the time will be at your own leisure and pace. I will be flexible but I have no time inside of normal AESDST working hours 9-5 to do my study part, so it needs to be the weekend and after work.

Key skills required
The site will be an e-store of sorts
HTML, CSS, graphic design, other web based design functions for UI and UX
Flash enabled stuff – All advertising pop ups and spam ext (Any and everything to do with online ads - This is what you will be teaching me)
