HTML/WP/Joomla/Drupal expert to help me set up sites for a network of sites

I am looking for an expert who can help me build a private network of sites in WP, joomla, and drupal and SEO optimize them(I would help with on page SEO). I am taking bids from all programmers to see who is best qualified and the most affordable rates. I will interview qualified applicants on skype to see if they are good enough to do this job.
