Auto Twitter follower/tweeter

This program will preferably be written in Java that does the following: 1) Searches Twitter for a specified keyword or keywords of anyone on twitter who has recently tweeted about that keyword or keywords. The program needs to display the most recent id's of those search results first. Display results from the past month. List will continue to grow as new keywords are inputed & searched. Program needs to make sure there are no duplicates. A "Clear" button will clear the list at any time when selected.
2) Saved id's need to be able to be exported in CSV and excel formats.
3) Program needs to then run a script to auto follow each id from the id's obtained earlier, the program will not auto follow anyone who we are already following. The program must limit the number of auto follows to 50 per session. Program to keep a data sheet showing most recent activity. Program to pause auto following once at 50 for a minimum of 12 hours before another 50 may be sent.
4) Program needs to then run a script that automatically tweets to the selected id's, limiting it to 50 auto tweets max at a time with a minimum of 12 hours between auto tweets.
5) We must own the source code
6) Program will be easily downloadable and able to be managed from a web based application
7) Programer needs to be able to add an animated genie to the program once we have the genie to add.
