Subcontractor Outreach Specialist — Short-Term, Federal Construction Bid

Project type: Hourly | Duration: 2 weeks | Hours: Up to 15 hrs/week | Experience: Intermediate
Budget: $8–10/hr | Incentive: $15 per bid acquired

About Us

We're Milicon Inc. (dba Zuto), an SDVOSB federal construction General Contractor based in the US. We bid on VA hospital construction projects across the country and need help reaching out to subcontractors during our bid cycles.

What You'll Do

You'll work from a pre-built list of ~subcontractors (companies that do electrical, mechanical, fire protection, doors, flooring, etc.) and run a simple outreach sequence to collect bids from them.

Daily workflow (about 3 hours/day):

1. Send 20–25 personalized outreach emails and phone calls per day from a Milicon email account we'll provide
2. Follow up with a second email 2 days after first contact
3. Make a follow-up phone call 4 days after first contact (US business hours, 8 AM – 6 PM Eastern)
4. Log every response in our Google Sheet using our 11 status codes
5. Forward all bid responses, pricing, and documents to our estimating team
6. End-of-day report: emails sent, calls made, new responses, any escalations

What You Will NOT Do

- No negotiating pricing with subs
- No sharing of project drawings (you'll only send the bid package PDF we give you)
- No direct contact with the VA or any government agency
- No phone calls outside 8 AM – 6 PM US Eastern time
- No editing the bid package — send it as-is

Required Qualifications

Must Have:
- Excellent English (native or near-native)
- Comfortable making cold phone calls to US-based businesses
- Reliable internet (25+ Mbps) and quiet workspace for phone calls
- 4+ hours overlap with US Eastern time
- Experience with Google Sheets, Gmail, and basic CRM-style tracking

Strongly Preferred:
- Prior experience in B2B outreach, sales development, or virtual assistant work
- Familiarity with US construction or government contracting (not required, but a bonus)

Tools We Provide

- Milicon email account
- Google Sheet sub-tracker with all 80 subs pre-loaded
- Bid package PDF for the active project
- Phone system (we'll set up calling access)
- Clear scripts and email templates

Logistics

| Schedule | 15 hrs/week max, M–F, daytime US Eastern |
| Duration | 3 weeks, with possible extension for future bids |
| Pay | $8–10/hr depending on experience, paid weekly through Upwork |
| Trial | $25 paid screening task before hire (see below) |
| Equipment | You provide computer + internet; we provide all software/accounts |
| Incentive | $15 per bid acquired

Screening Task (Paid $25)

60 minutes. $25 flat regardless of result.

Attached: 5 subcontractors. Names, phones, emails, scope blurb.

Call or email each one. Get them to say **yes / no / maybe** on bidding our project by Friday.

Submit:
1. Filled tracker (Sub | Channel | Reached? | Response | Next Step)
2. Recordings of any live calls

What We Provide

- 5 subs — name, phone, email, scope blurb
- 1-page tracker
- 1 email template

---

Pass / Fail (3 checks)

1. Contacted all 5 within the hour
2. Reached at least 1 live human on a call
3. English is fluent on the call — sub understood them

All 3 = pass. Any miss = fail. No partial credit.

What Success Looks Like

- 100+ emails sent in first 2 weeks
- Follow up calls to every email sent with a definitive answer if they are interested
- 10+ bid packages returned with pricing (minimum of 1 per trade)

Red Flags (Auto-Disqualifiers)

- "I have a team that can do this" — we want ONE person, not an agency
- Past Upwork reviews mentioning missed deadlines or poor communication
- Unwilling to make phone calls

To Apply

Confirm you've read the "What You Will NOT Do" section and accept those boundaries.

Strong candidates get the $25 paid screening task. Pass the task = hired.
