JOB OVERVIEW

Role Overview
We are seeking an experienced Quantity Surveyor based in the Philippines to join our remote delivery team on a contractor basis. You will provide professional QS services across a portfolio of UK construction projects, working closely with our UK-based project leads to deliver accurate, timely, and compliant commercial outputs.

The ideal candidates will have prior experience working on projects in the UK, Australia, or the Middle East, giving them a strong grounding in internationally recognised construction contracts, procurement standards, and client expectations.


Key Duties & Responsibilities

Cost Management
• Produce and oversee project measurements using Bluebeam
• Undertake the production of cost plans, option studies, and life cycle cost plans
• Undertake benchmarking activities and input costs into databases
• Undertake market research of material costs including obtaining quotations from suppliers
• Undertake the production of cash flows
• Produce/input into risk registers, including costings
• Produce value engineering and value management reports

Procurement & Tendering
• Undertake the production of the procurement report
• Undertake the preparation of tender documentation
• Undertake the production of bills of quantities and pricing documents
• Oversee the tender process
• Produce tender evaluations and tender reports
• Support with the negotiation of the contract

Contract Administration
• Undertake the production and collation of contract documents
• Undertake interim and final assessment of valuations
• Undertake the production of cost reports
• Undertake the change control process
• Undertake the evaluation of post-contract variations
• Undertake negotiation of final accounts
• Review and settle disputes and loss and expense claims
• Undertake comp checks of financial documents

Employer’s Agent / Contract Administrator (where appointed)
• Set up instructions (CAI) template and register/log
• Manage and support the project team on snagging inspections
• Production and issuing of certificates in accordance with the building contract (sectional completion, practical completion, end of defects)
• Carry out post-contract administration duties in accordance with the building contract

General
• Follow practice procedures concerning quality assurance
• Any other duties as reasonably required of the role

Skills & Experience

Essential
• Minimum five years’ relevant experience in quantity surveying
• Degree qualification in Quantity Surveying, Construction Management, or a related discipline
• Demonstrable experience working on projects in the UK, Australia, or the Middle East — giving strong familiarity with internationally recognised contracts, procurement methods, and client expectations
• Solid technical grounding across all main areas of cost management
• Excellent knowledge and understanding of value engineering
• Able to effectively manage own time, tasks, and deadlines without day-to-day supervision
UK Construction Knowledge
• Familiarity with UK standard forms of contract, including JCT and NEC
• Knowledge of UK measurement standards including NRM1 and NRM2 (RICS guidance)
• Understanding of UK procurement routes (traditional, design and build, two-stage)
• Awareness of UK building regulations, CDM, and construction Health & Safety requirements

Software Proficiency
• Proficient in Bluebeam Revu for measurement and mark-up
• Experience with CostX or equivalent cost management / estimating software
• Strong working knowledge of Microsoft 365, including Excel (advanced), Word, and Teams
• Familiarity with SharePoint or equivalent document management platforms
• Experience with BIM quantification tools is desirable

Communication
• Strong written and spoken English is essential — you will be producing formal reports, correspondence, and cost documents for UK clients
• Able to communicate clearly and professionally in virtual meetings and via email with UK-based colleagues and stakeholders
• Comfortable presenting commercial findings and recommendations to a UK project team via video call
• Proactive in flagging issues, asking questions, and keeping the UK team informed
Remote Working Requirements
• Reliable high-speed internet connection (minimum 20 Mbps download / 10 Mbps upload recommended)
• A suitable, quiet home office environment with appropriate equipment for professional video calls
• Ability to work hours that provide a minimum four-hour overlap with UK business hours (09:00–17:30 GMT/BST) on UK Working Days
• Self-motivated and disciplined in managing workload and deadlines independently in a remote setting
• Full-disk encrypted device with up-to-date antivirus software, in line with company data security requirements




Important Notes
This role is offered on an independent contractor basis. You will not be an employee of Scale Project Management Ltd. You are responsible for your own tax filings, SSS, PhilHealth, and Pag-IBIG contributions in the Philippines.
