Diagnose and Fix Google Penalty Like Penguin

I need a Google penalty recovery expert. Tasks will include:

- Look to see whether the site has been penalised (we think it has)
- Asses the backlink profile of the site using variety of sources
- Use the appropriate metrics available to define which links are spammy
- Put backlnks profile with metrics (like DA, PA, etc.) in an Excel sheet for me to review
- Propose a method to recover from the Google penalty like Penguin or Panda.
