Full time Wordpress guru

Hello I currently have a website that is about to launch and I am looking to hire a full time wordpress developer who can assist me with the website. Below are the skills and requirements needed

Must be able to code
must be able to import API's and customize them to my page settings
must be able to put my website on a staging site while you make all of the changes so that my site can be live but you can still work on it on the back end.
Must be able to troubleshoot and fix any wordpress issues
Must know CSS
must be able to customize
Install plugins and make sure they don't affect the CSS code of my current customization and APIs

I currently have customization that was done by another developer that needs to be fixed. He hacked the theme and it created so many issues for my site. You must be able to fix these issues and read through his code.
