Grant Writer (Federal & State – Electric Utilities)

Location: Remote

Employment: Contract (Part-time)

Position Summary

We are seeking an experienced Grant Writer with a strong track record of developing federal and state grant applications, specifically those funded by the U.S. Department of Energy (DOE). The ideal candidate has successfully contributed to award-winning proposals for electric utilities, grid modernization initiatives, energy resilience programs, or clean-energy technology deployments.

This role involves leading end-to-end grant development—from opportunity identification through narrative development, compliance alignment, budgeting collaboration, and final submission.

Key Responsibilities

Grant Strategy & Development

· Identify federal and state funding opportunities relevant to electric utilities (e.g., DOE, BIL/IIJA programs, Grid Resilience Grants, Energy Storage initiatives).

· Develop compelling, technically accurate grant narratives tailored to specific solicitations.

· Translate complex engineering, utility operations, and grid-modernization concepts into clear, persuasive proposal language.

· Ensure alignment with solicitation requirements, including statutory, technical, and administrative criteria.

Proposal Management

· Lead and coordinate cross-functional teams—including engineering, finance, operations, and executive leadership—throughout the proposal development process.

· Create and maintain proposal schedules, writing plans, and compliance matrices.

· Work closely with finance to develop budgets, cost justifications, and required federal forms.

Technical Narrative Development

· Draft sections related to project descriptions, technical approach, community benefits plans, workforce development, environmental justice, project risks, and project management plans.

· Integrate data, performance metrics, and utility operational insights to strengthen competitiveness.

· Synthesize input from SMEs (subject matter experts) into polished, cohesive submissions.

Compliance & Quality Assurance

· Ensure all submissions comply with 2 CFR Part 200 (Uniform Guidance), DOE Funding Opportunity Announcements (FOAs), and state agency requirements.

· Review and verify all attachments, templates, and forms (e.g., SF-424, FARC, PRN/PRQ reporting alignment).

· Maintain library of past proposals, boilerplate content, templates, and award documentation.

Post-Award Support (Preferred)

· Assist with DOE reporting requirements (e.g., PRN/PRQ), amendments, and continuation applications.

· Support subrecipient documentation, audit readiness, and grant lifecycle compliance.

Required Qualifications

· Bachelor’s degree in Public Administration, Technical Writing, Engineering, Business, Energy Policy, or related field.

· 5+ years of experience preparing federal and state grant applications.

· Demonstrated success in award-winning DOE proposals—preferably with electric utilities, grid modernization projects, EV infrastructure, resilience, or clean-energy initiatives.

· Strong understanding of utility operations, power systems, or energy-sector technologies.

· Exceptional writing skills with the ability to craft clear, concise, technical narratives.

· Proven ability to manage multiple deadlines and coordinate cross-departmental contributions.

· Experience writing proposals for:

o DOE Office of Electricity (OE)

o Grid Deployment Office (GDO)

o EERE programs (e.g., Vehicle Technologies Office, Solar Energy Technologies Office)

o State-level energy and resilience programs

· Familiarity with federal budgeting, cost-share requirements, and indirect cost structures.

· Experience supporting project management plans, risk assessments, or technical reporting.

· Knowledge of utility regulatory environments and grid improvement strategies.
