Cold Email Expert

I am looking for a VA that can handle the below tasks:
- data cleansing - creating lists on sales navigator - MUST have commercial noice to SPOT decision makers / understand different job titles
- creating email campaigns - super organised - know how to use instantly / sales nav / apollo / plus vibe etc

What I expect:
- Great communication - if you are busy and not able to answer just say cant speak now, will reply in X
- attention to detail in building lists -really try to understand who the decision maker is
- can act quickly - like working in face paced environment
