Can you generate b2b leads?

I need b2b leads of businesses interested in SEO services. I can not pay per lead, but I can offer a commission for every client you send us. For every client we close from the leads you send us, we will give you 10% commission of what they pay us every month. We typically charge on average $3,000 a month for our services, so in that scenario you would make $300 every month they stay as our client.
