Seeking SEO expert for OFFSITE SEO (backlinking)

I am looking for an SEO EXPERT specializing in the creation of high quality backlinks through (exclusively) white hat SEO. I am specifically looking for someone interested to learn and apply one or several of the linkbuilding strategies set forth by Brian Dean at backlinko.com:

We have super high value content pages with 2000+ words each in the area of 'social media marketing'. Each page has been optimized for local search (city based NAP). This means you will have the possibility - and are expected - to reach out to webmasters and bloggers via email to obtain links back to our AAA content (no link exchange, no microsite building, no link buying).

We are therefore looking for superior English skills as you will be required to write "generic" email (adapted with our help & feedback) and do outreach through email to webmasters on a regular basis.

You should be able to devise and discuss strategies to achieve our goal.

As an SEO EXPERT you should be able to demonstrate results based on your own strategies to obtain quality backlinks. You should also be able to discuss the strategies that you favor for the building of high quality backlinks.

The objective for the first test project is to achieve a minimum of 10 backlinks, coming from topic-related websites (social media markting) or be built from local websites in the respective city (Local SEO).

The payment is results-based and comprised of 2 sources:

1. A (purposely low) fee paid by the hour
2. An additionnal bonus payout for each link obtained

For example: hourly base fee of 1.50$ + bonus :

5$ per link (comment linking on dofollow for example), and up to:
15$ per link (in-text link in blog article with anchor keyword on topic-related website)

For the test project, the total maximum pay-out volume will be 300$. Upon confirmation of your employment, the payout can double and more.

What we are looking for is a true specialist, an SEO strategist, a thinker and person of trust to work with us long-term.

After an initial period of discussion and agreeing on the SEO strategy, you should be able to work autonomously as much as possible. Our weekly meetings will allow us to establish progress and to provide feedback.
