Link Building Expert Needed

I want someone with a proven link building record. I would like niche relevant links manually posted. The ideal person should be able to get high quality non spammy links of different links from different areas. There maybe a long term job for the right person. I want a spread sheet at the end of every week with a list of all links provided.
