Creation and setup of Elementor website based on psd design

I'm looking for someone to help design a mobile-friendly, brochure-style website using Elementor, closely replicating the design and feel provided in PSD assets to be provided by our branding agency. I would expect there to be typical site page count.. Home page, About Us, product categories. No shopping cart functionality. Approximately 9 pages in total but scroll functionality... If we provide the design and you replicate it, what would your estimate be? We need to set up Elementor from scratch, I can use AWS unless another host site is preferred but I must have super admin rights.
