Website and mobile App builder

I need a website and mobile app to be designed and built. I have made a mock up design myself already on Canva for the website. The website will need the capability for members to email each other on the site. I need people to be able to let clients register on line to the website/app. People will be based around the globe to this site. people will need to say what countries towns etc.. they live in and be able to search for people by town/country etc... the site also needs to be able to go on travel mode so people can use it when in different places.
People can also upload onto their page pictures. There will be a page for advertisers where clients will need to be able to sort by area. and type
After web and app running there will be some maintenance time to time.
