PHP Laravel to code Webpage Builder SaaS

We are looking for an experienced PHP developer with experience in Laravel or similar frameworks. The requirement is to build a multi user SaaS that sets up multiple projects for each user. Each project is a micro website (around 5-10 pages) using a standard template. Each website is published with SFTP to its own webspace domain. This is basically a CMS that publishes static website pages to each respective domain (on the hosting space).

There needs to be a master administration area that controls all user accounts. Then each user has their own account. Each account can add projects (which are individual websites). Each project needs to have a number of fields entered like Business Name, Address, Phone and other details. These details are used to complete schema details on each page.

We are looking for someone who can ask the right questions to help us document the full requirements prior to starting on the coding. You will have strong attention to detail and also be able to spot conflicts in desired requirements, and bring a solution to those problems.

This application is not intended for commercial user (yet), but needs to be coded in such a way that a payment system can be added for new users joining once we are satisfied that its commercially viable.

We are looking to select the right candidate this week with the view to start on the first week of November. While this is not mandatory, it would be well received if you have UI/UX design skills too (but we will happily hire someone with those skills if you are the right programmer for the job).
