Restore & Vectorize Old Scans

Looking for a photoshop wizard to restore(touch up), enhance, and vectorize scans of old playing cards ASAP.

There are 53 total cards, all of which have blemishes and texture to fix along with color correcting then vectorized. Deliverables are the restored/enhanced image and the vectorized version of this image.
