Need a Digital Graphic Artist (Oil Painting, Graphic Design)

I run an online ecommerce business where customers can design home decor items with pictures of their pets. I need a digital graphic artist that translate ordinary photos into digital oil painting / art photos. Must be able to take ordinary photos, cut the subject out, and place in front of a solid background color (oil painting like).

The digital designs will be used for coffee mugs, pillows, t shirts, etc.
