Telemarketing / Cold Calling business owners

Please read everything to see if this is the right project for your skill set.
The project will be to contact business owners of an industry, and this salary is negotiable based on your experience.
Below there are three different choices. Please explain if you can provide #1, #2, or both:
1) Lead Generation: What tools do you have experience at using for finding the top decision maker for a company with the Title of owner, founder, CEO, President, etc, and finding the contact information? Examples of tools for this would be zoominfo, Apollo, Hunter, etc. If you use a different tool than these listed, please explain what tool you use, and your experience.
2) Outreach: Looking for an experienced cold calling expert to reach out to the owner of the business, or whoever is the top decision maker for this company, to gauge their level of interest to sell their business, or perhaps looking for help with growing their business.
Please briefly explain your methodology, including scripts, etc.
3) Both #1 and #2
