Develop a Thumbtack clone

Develop a Thumbtack clone in open source code (php if it's good performance)

ADMIN pannel: Has to have an internal mass email component to make lists by different criteria customizible via the database (ex: make a list to send emails to suppliers on jobs with no quotes yet etc..)

total budget for this project $400 USD, has to be delivered in 1 month max.

This job could possibly lead to job another contract with more money.
Ideally a programmer with Android and iphone programming skills to hire the same programmer for future projects.
