PHP Programmer for Real Estate School

I need a website PHP Programmer who can develop a website for an educational online school in either PHP or Mern.

You would need to be able to do the following and a lot more:
• Set up logins and forget passwords
• Have the website keep track of students
• Have quizzes with quiz bank (rotate through questions if they get it wrong.)
• Force students to get 70 percent in order to pass the quiz
• Prevent students from cheating by clicking the back button on the quiz after answers are provided
• Keep track of how much time a student is on each section, automatically log out of inactivity (no mouse movement)
• Force students to be on a certain section before passing them to the next
• Set up so students gain access to the school once they send payment and it's confirmed
• Create the website so it can be used on any device from phone to iPad, to computer.
• Set up the website with lots of content and it is easy for me to edit a page if I need to edit text or quizzes.
• Set a time limit of 1 year for the student to pass the course or it expires, etc

I need someone who has experience in creating similar websites with active users.
