Need an advanced SEO marketer that with lots of experience

I need someone who has worked with seo for a long time and knows what they are doing. They should know link buiding, social bookmarking and web 2.0 for starters. I need someone with excellent on and off page seo. I need someone who can get a website to rank quickly(within one month) for keywords with less than 100,000 competing pages. Any skills regarding editing a webpage or creating wordress site is a plus but not necessary. The better and more qualified you are the more money per month you will make.
