Email and Landing Page Design

Design Email & Landing page template that will be used in Hubspot for a government agency campaign. I have the content and layout mock up ready - just need it designed. The design does not need to be completed in Hubspot, the design can be added to Hubspot later in the week. Right, we need the basic design to gain approval from the end client.
