Email Marketing technician

I need a email delivery specialist.
This person must have experience and success at:
Setting up a self host Autoresponder that has rotating IP addresses.
I want to setup multiple servers and use each server for different purposes.

I need a someone that can work on a ongoing basis with results.
Must know about email delivery.
Must have an idea how many email per hour to send per ip.
Must be able to pool ip's according to delivery
Must be able to communicate via skype.
Must have good command of english.
