Website builder/maintainer

I am looking for someone to build me a website. The website is to be a retail website with shopping cart, and paypal payment gateway. On going maintainance of the website including SEO will be required.
this will be an ongoing part time job, but with payment for building the site initially.
The industry is fashion so we are looking for a classy website but still easy to use and order.
