Social media video editor with creative editing instincts

We're looking for a video editor who can make boring videos fun and/or engaging through a mix of stock footage, animations, music, and sound effects. Video editor should be able to apply brand guidelines and have good instincts/ideas to help make each video better.
We will be creating UGC content, social media ads, and some higher end videos for website landing pages.
Editor should be proficient in Adobe Premiere. Bonus if they know After Effects.
