Online Marketing for a web design business SEO/Blogging/Social Media

We are looking for someone to come in on a temporary basis to trial outsourcing to the Philippines. We are looking for someone who is confident in online marketing who can produce results and take the lead. Results will be rewarded in direct commission. The right candidate would have to do the following tasks on a weekly basis:
Website Blogging (WordPress).
Full Management of Twitter/Facebook/Tumblr/Google+/Pinterest/Instagram to increase growth and generate leads.
Work on building an email list and marketing to the email list of customers and leads.
Video editing and releasing the content to YouTube and the website. We will provide raw videos.
SEO - Drive results and suggest website edits and not required but desirable being able to edit the website to tweak these improvements (this is not required we have web developers).

The first week of hire we would be looking for the candidate to research and develop a plan of work so that it can be presented to our director for approval. The plan of work will consist of:
Website Blog Content Ideas for SEO and lead generation.
Social Media Plan (Twitter/Facebook/Tumblr/Google+/Pinterest/Instagram).
Projected targets that the candidate can feel they will be able to achieve.

Basic Salary will be low and the bonuses will be per month on a performance driven employment for example for every one basic website sold from leads generated from above we would pay $150 extra USD for, for an e-commerce/CMS lead that converts into a customer we would pay an additional $250 per site.
