EXPERT Ads Manager in Facebook or Google or Youtube or TikTok

I need someone who is well versed in Facebook Ads or Google Ads or Youtube Ads (eventually we may do TikTok) and who knows how to understand KPI’s and bring better ROAS, and ROI and understands these terms. I have the ad creatives, and the ad copy, I need someone to set up and manage the campaigns in both these platforms. I want someone who can keep checking the ads make sure they are generating us a better ROAS, and someone who understands how to target different target market audiences.
(If you know how to write copy or ad creatives, it’s a plus, but not necessary).

We are selling a low ticket course product and a high ticket marriage video product, with market research already done.
