Experienced video editor

I am looking for a professional video editor who is familiar with short form content like Tiktok, IG Reels and Youtube Shorts. Ideally someone who is currently working with other content creators and is familiar with the process.

This expert should be able to take a piece of content (from a shared Google Drive Folder) and turn it into a video with text, titles and b roll for IG Reels, TikTok and Youtube Shorts with very little direction. I need an editor that can take a video like the link below and turn it into several pieces of content.

These videos would range anywhere from 10 seconds to 1 minute.
