SEO / Link Building for a blog

I am looking for a part-time (possibly, future full-time) help managing my Blog for SEO purposes.

I am looking for someone who can:

1. Find high PR quality DoFollow links, using Authority Codes or any other way.
2. Find diversity of quality links.
3. Help me to rank my posts on page 1 of Google for targeted keywords.
4. Have extremely good command of English to leave intelligent and insightful comments on my behalf.
5. Possibly write guest posts to publish on other blogs to obtain quality in-content links back to my blog.

It would also be imperative to stay in close touch with me and respond to my inquiries very quickly.
