Can You attract Specific users for a new App?

I have just produced a New App and we need to find specific users from USA, UK, Australia and such in order to populate the App and get things started. It is a Social App, along the lines of Instagram but it has a more specific theme! Its a Free App, so we don't need to sell anything just attract the right people to want to download and use!
I will give more details to the People I interview!
The people I want to attract to use the App are at least 50% teenagers if not a much higher % and the others will be people with specific Hobbies who like taking pictures of themselves and their Hobby!
I have a small team, Web Designer, Lawyer, Administrator a Social Marketing Manager etc, and feel that we need a little more help to get things started!
I have yet to decide exactly what will be involved and what amount of time spent on each task, however I can say that I want to reach every High School that I can in the USA, UK and Australia, so in order to do this, One will need to research the names of the right people to Contact within the High schools! Maybe the person who Runs the School Magazine? Then fire them out an Email (We will design the emails) and then continue to develop relationships possibly? If you think about How Facebook first started and grew in the Universities, then that is part of my Plan but for Younger kids in High School. If you have seen the Movie "The Duff" recently then you'll know how viral things can become at High Schools!
So that is a part of what may be involved, emailing! We will provide you with a Company email to use! Other parts may involve some interaction with our Blog and the Social Media Marketing, so having a good understanding of FB, Twitter and Instagram and other apps would be a big help and make you of more value! In the future we will run Competitions etc and Fun stuff, but Today, we need to find our First users.

I'm not kidding when I say this App could potentially be as Big as something like Instagram and so as much as I need help right at the Beginning, It is indeed a great Opportunity for anyone who we decide to hire! This is a short term contract, 3 months which can be extended and Lead to a Full time role if you do an amazing Job for us!
Why do I need to hire from the Philippines? Because the App cost a Lot to Build and my Budget for staff and growth is small, until we create a significant amount of users on the App and attract an Investor! But you will recognise that, when and if I choose to interview you and show you the App and what is going on so far.

You will see the salary is not large! however if you have the right mindset, you'll realise that it would even be a smart move to get on board for Free (if you had the time! LOL and if I thought you were a good fit) Being a Part of this Team and reaching our Goals Could change your life! But nothing Happens without Successfully finding the right users!
I have ticked a lot of Boxes in the What Skills are required for the Job, however you don't need all of them! We need to find the right Users for the App any which way we can and I'm open to looking at anything you think might is helpful. I actually really need a Video Maker too!
