Web programmer

I am wanting a website that looks like a jukebox. A programmer / web developer who knows:
• Makes every/any part of an image clickable
• Makes the jokebox mobile friendly (because when you are on mobile the pop up on click function is hard to do.
• Can make a button on and off a pop up
Don't know if this can be a wordpress site but that would be great.
This is a membership site and they need to be able to buy from it as well so there will need to be a shopping cart available.
This is an urgent request for an immediate start. More websites need to be created once this is done.
