Video Editor

I'm looking for a video editor for e-commerce advertising on Facebook.
Must be able to make videos that resonate with the viewer, and be able to do it within 3 hours. Footage and key selling points will be provided.
Must be contactable most of the time (No ghosting, as we're a business).
Will eventually become a full-time in-house video editor.
Adobe Premiere users preferred but I am open to you using any other apps, just inform me.
One sample test video will be required to sieve out quality video editors from people who use windows movie maker.
