SaaS Program Developer

I need someone who can build a SaaS program for instagram. Allowing Auto Like and Auto Follow.
1. Allow user so go to the website and sign up
2. Allow users to purchase a membership
3. Allow user to input and store their instagram information
4. Allow users to Choose a specified hashtag word/phrase - The phase will then be searched.
5. The program will start to auto life in images found in the above search.
