Build a website from scratch

I would like to hire someone to build a simple content website from scratch.

Ideally, the candidate should have both HTML and PSD experience (not compulsory).

Wireframe and specific instructions will be provided once you are Upgrade to see actual infoief description of requirements:-

Mobile-optimized webpages
1x Homepage
4x Category pages
20x Article pages (all articles have been prepared)
1x Logo + Favicon (need your help to create a high-res logo following the sample logo I have created)
4x Misc. pages for "About Us", "Contact Us", "Terms" & "Privacy Policy"
