Overall Marketing Expert for small business

I am looking for someone to handle the marketing for a kids education franchise in our local area. The person will be responsible for handling facebook page for the local center as well as other digital and non-digital marketing for the local area. I need someone who is creative in marketing and has some experience in similar domain so they can provide me ideas.
