Seeking Web Developer to build website

We are in search of a skilled web developer, however we are not sure yet which path to take for how we want the website built. We are unsure if it should be in Wordpress, Joomla, HTML5, etc etc. So please respond with what you recommend it should be built in and why.

We need someone who can take creative control and run with an idea that is given, and produce something appealing to customers. The ability and knowledge of how to best layout a site, create graphics/designs if needed, and use your expertise to bring to life what it is we are trying to sell to our customers. We want someone who can take full control of the project and be creative.

This is what we want in a website.
A reseller website, where there is a homepage with content about the company and it's services. Then a registration page for people to sign up and gain access to the ability to resell our services. Once a registered user logs into their account, they can access to new pages on the website that allow for request forms that they fill out and submit then we send them the material that they request, multiple pages that can contain sales information, and other support services to help out the resellers, as well as a page that can be used to input their company and personal data.

The information submitted in these forms would need to be saved in a database that we can easily extract and view/modify. Also the form must allow for someone to submit pictures to us which we can extract and modify.
