Software Developer (Contract Job) for Simple Image Sharing Tool

We are looking to design our own app to share our graphic designs with our clients.

There are tools that do this already, like Upgrade to see actual info and Upgrade to see actual info

Redpen is simplistic, no logging in (some kind of browser feature) but lacks mobile functionality and govisually has the mobile sharing/functionality figured out.

However both are missing some key elements, and that's sharing the contest with a voting system like 99designs has where you can share the mockups with a URL and has a simple voting 5 Star system and comments box to get feedback on.

I see this going in phases.

Currently, we are looking for Phase 1

The app will just be a voting tool, where will upload 3 mockups that can be shared with a unique url and others can vote and give feedback on as explained in the 99 Des functions.

Phase 2

This is where will be uploading multiple projects, and adding the collaboration features based on redpen and govisually.

Phase 3 will be more advance agency functions.

Right now we are only looking for a bid on Phase 1 and phase 2 as 2 separate bids.
