Create a Skooli/Couchsurfing website

I have the idea in my head. I need a Web platform to buy hands on, in person, sustainable skill education from people with skill knowledge and experience. The marketplace of people with skills must be able to market their skills and personalities on the site, via individual blogs and videos but also, background check and verification.
